MC2 misalign was putting +300 counts on MC2 yaw through the test channel offset.  Today when JeffB set the IMC to offline, the IMC was still flashihing.  I put an offset of -1000 into the alignment slider, which is -2232 counts after the gain, which did misalign MC2 enough to stop all IMC flashing.

The total offset was +300-2232 = -1932.   I tested the offset before relocking the IMC, and -1000 stops all flashing, -800 sowed signs of some small increase in light on MC2 Trans, and -600 clearly shows IMC flashes, so I set the offset at -1000.

I ran this by JeffK and updated the TEST offset used to misalign MC2 to -1000, and updated SDF.
