TCSX laser is off - PeterK heading out to reset - cause was a drop in chiller flow

15:22:34UTC ~~15:22:31UTC~~ - H1 kicked out of Observe (change due to Verbal Alarms vs plotted channels)
plot of TCSX laser power meter and chiller flow rate is attached
plot shows that the flow rate dropped to 2.45gpm
PeterK and Stefan entered the LVEA through the High Bay and reset
restarting the servos proved to be a bit more of a challenge, still working on it, getting closer

Initial exit of H1 from Observe:

1187018572 - chiller flow (blue) drops low enough to shut the laser off (red)
shortly after the SDF for TCSX goes from 0 to 1, and then 1 to 2, which kicks H1 out of Observe

H1 recovery / return to Observe:

16:48:35 UTC - Thermal effects and TCSX guardian recovery are both complete - plot attached
16:49:00UTC - H1 in Observe
