Trouble locking green arm

Today we had trouble locking the green arm...
- We had hepi/isi trouble as aloged by Hugo and Hugh
- The output matrix between LSC-CARM and MC2 was zeroed and it took us some time to realize. Note: we zeroed the output matrix between LSC-SRCL and MC2.
- The ETMX motion at around .3 Hz is too large (see attached plot -- the referenes are from previous days).
