While yak shaving today, I discovered that the ETMX HPI and ISI foton files in 
/opt/rtcds/lho/h1/chans/
were *not* soft links to the 
/opt/rtcds/userapps/release/hpi/h1/filterfiles/
/opt/rtcds/userapps/release/isi/h1/filterfiles/
folders. 

I fixed it.

The filter files are now committed to the repo.
