If HEPI trips, it goes back to its floating position, saturates the T240s and cause the ISI to trip. Hence we never have to turn HEPI on with its ISI running.

Commissioners always start by turning HEPI on to prevent saturating the T240s of a running ISI when HEPI gets steered and Having it tripping again.

T240s get saturated even when the 500nrad limit is respected.
This will remove another step from the turn on process by preventing commissioners from having to finish copying the alignment Targets manually into the current setpoints.
