Some updates to the Control State Definition code:

- Updated the compilation to also read in the autoBurt.req file. If not listed in the xml file, all channels in the autoBurt.req file (except read-only and alarm-relates channels) will now be enforced to zero.
- Updated the medm generator. It's now python code, and parses the xml directly. This way external states also show up on the screen.
- Added links to the documentation on the medm screen.
