ODC ADC/DAC overflow bits and EXC monitor bit added to ODC_CHAN.mdl library - recompiled h1ascimc with it

work log:

- Broke the link in h1odcmaster.mdl (SVN revision 8350) to ODC_CHAN.mdl (odcmaster does not need the ADC/DAC part in its Guardian block.)
- recompiled and restarted h1odcmaster.mdl.
- changed ODC_CHAN.mdl: broke and terminated last 3 inputs (bit28-30) (termination there for easy compatibility) and added STATEWORD input with NOT statement. This serves bit 28: ADC saturations, bit 29 DAC saturations and bit 30 Excitations (remember: for ODC: 1=OK 0=bad).

- Changes to h1ascimc.mdl: added bit strings for bits 28-30, added ODC_WFS_NOMINAL_GAIN EPICS input (SVN revision 8351)
- Updated IMC_CUST_ODC.adl medm screen to include WFS_NOMINAL_GAIN (SVN revision 8352)

recompiled and restarted h1ascimc
verified that bits 28-30 work (ADC/DAC saturations and EXC)

burt restored h1odcmaster and h1ascimc to 7am

The  models below eventually need the following modifications:

- add "BIT28", "BIT29" and "BIT30" string block in their ODC part (for labeling the ADC/DAC and EXC bits)

- recompile them against the new ODC_CHAN.mdl

Stefan forgot to mention that we also svn updated the common part
${userapps}/release/isc/common/models/ALS_CORNER_ASC.mdl
and recompiled, reinstalled, restarted, restored the h1asc.mdl in which it resides in order to get the ALS green transmitted light from each arm,
H1:ALS-C_TRX_A_LF_OUT_DQ
H1:ALS-C_TRY_A_LF_OUT_DQ
into the *science* frames as opposed to just the commissioning frames (the DAQ channel list where its storage is defined is inside this library part). As no sampling rate is defined next to these channels, the channels will be stored at the native rate of its host model -- 2048 [Hz]. Dave's DAQ restart completes the storage process.

This will help us explore ALS lock losses better, indefinitely. Up until now we'd only had 16 [Hz] EPICS channel versions of these signals.

P.S. An ALS part, in an ISC folder, in an ASC model... it took us a while to find this one. Quite the tangled web you weave ISC!
