WBSC10 EndY HEPI Partially on Stops since ~March 28

Jeeezz.   We (SEI) partially locked down HEPI for sealing up the vacuum system.  Partially because only the outer vertical screw and the two outboard radial screws of each of the four corners were brought to bear.  This was a mistake in many ways.  No alog can be found documenting this, the signs on the pier were not changed to reflect the state, and the partial nature of this lock, allows the Rz actuation to be realize albeit likely with some difficulty.  This state would have allowed some of the HEPI Position loops to function but likely poorly.  Rz would have dragged on these radial screws, Rx & Ry would have worked but only at Zs expense.  X & Y would be pushing directly on the screws.  I'm very surprised this was able to function at all.

HEPI TFs & other tests were run before this lock down so they are valid.

Hence forth, no HEPI shall be locked without the issuance of a work permit.
