ALS fiber polarization tweaked 
Since Fil has just put the Xend ALS fiber in a [something], I tweaked the polarization such that H1:ALS-X_FIBR_LOCK_FIBER_POLARIZATIONPERCENT is at 9% (it started at 22%).   

Also, yesterday Daniel and I tweaked up the Yend ALS fiber polarization.
