NOMINAL states defined for ISC_DRMI and ALIGN_IFO

Defined NOMINAL states for nodes that were missing them:

ISC_DRMI: DRMI_3F_LOCKED
ALIGN_IFO: SET_SUS_FOR_FULL_LOCK

All nodes must have NOMINAL states defined for correct state reporting by the IFO node.

I also changed the NOMINAL state for IMC_LOCK to correspond to the new ISS on state:
