I have added an IPC receiver to the h1odcmaster model to connect the TCS-ODC from h1tcscs to ODC-MASTER. This model has been rebuild and restarted, but this work should not be considered complete until after a restart of the DAQ.

This change, along with associated updates to the SDF/safe.snap were recorded as r11318.
