After the QUAD front end restarts, we found that some of the DARM DAMP MODE loops were blasting the suspension.  In these cases, the FE was restoring non-zero gains as per the safe.snap settings file.  Since Jenne confirmed that the GUARDIAN sets these gains and turns these loops on, I have written all of the gains to be ZERO in the safe.snaps for future restarts.
