The lockloss analysis tool at "/opt/rtcds/userapps/trunk/isc/common/scripts/lockloss" is updated. Now it will be triggered only when a lock loss from nomimal low noise state happens; losses during lock acquisation cannnot trigger this tool.

Besides, a "readme.txt file" is added to help you use this tool.
