Travis had a problem locking, for a reason that was at first mysterious, the OMC-ASC_MASTERGAIN was set to -0.05.  We looked back and this has happend a few times in the last month.  Evan looked into the OMC guardian and though that this could be because of a race condition between two cdsutils.ezcasteps in teh DITHER_ON state.  We've added two sleeps that should prevent this in the future.
