State of H1: down, ETMX ISI is oscillating

Shift Summary:
- difficulties getting H1 to lock,
- but after an initial alignment,
- the DRMI did lock more than once,
- but woulnd't hold,
- the switch of ETMX ISI blend filters from (quiet90 to 45mHz),
- threw the ISI into oscillation,
- and while those oscillations have at times appeared to be dampled,
- they came back and prevented locking,
- so I switched ETMX blend filters to x dof = 45mHz, y dof = quite90,
- after remembering that Jim had done this with some success in the past,
- however this did not fix the oscillations either
Currently:
- useism at CS is at 1um/s and increased throughout this shift, and appears to still be increasing
- winds are below 5mph
As I was leaving I remembered an issue with ETMX guardian during my shift.
I ran INIT on the guardian for ETMX seismic, thinking it wouldn't do anything to the ISI, just refresh all the settings, so I would know that I was worknig with a good ISI guardian state.
What I got was guardian flashed, and then recovered, but in the process kicked up the ETMX oscillations.
I thought all INIT states were safe to run and not disturb hardware, but that's not how it turned out today.
