Violin mode damping turned on again in full lock

At Nutsinee's request, I have re-enabled violin mode damping in full lock.

I turned off the extra 500 Hz stopbands in the PUM pitch/yaw filter modules, and I have commented out the code in the COIL_DRIVERS state which disables the damping.

We had 36 hours of undisturbed data from roughly 2015-12-19 07:00:00 Z to 2015-12-20 19:00:00 Z. This should be enough to analyze the ringdowns. At a glance, all but one of the first harmonics in the spectrum seem to ring down.

Evan was worried that because the violin mode damping has been turned off for two weeks it could ring up the mode if something about the mode have changed (this shouldn't happen). If we ever go back to Observing again pull up the violine mode monitor and drag all the rms values to StripTool and monitor them to make sure no rms is rising. There will be a bunch of SDF differences related to {QUADOPTIC}_L2_DAMP. Accept them. If any violin mode rings up and no commissioners are around feel free to give me a call anytime. If a mode rings up so quickly that it breaks the lock -- go to ISC_LOCK.py and uncomment seven lines of for-loop in COIL_DRIVER to turn off all the violin mode damping when you relock the next time.
