State of H1: Locking/Commissioning

Shift Summary: We have been struggling to acquire lock all day due to issues with ASC loops.  Commissioners are working on it and hopefully we are nearing success.  Microseism is trending up and is currently at 0.6 um/s.  Wind is calm.
