Small updates to DIAG_MAIN and TCS Guardians
DIAG_MAIN - Temporarily removed the HW inj test until the CW inj are running again.
TCS_CO2 - Made the nominal state LASER_UP and added them to the GUARD_OVERVIEW medm.
