FRS 4412

A new environment variable, TCLEAPSDIR, has been created with the value /ligo/data/tcleaps.  This is to get all versions of tconvert to use the same leap seconds file instead of having a separate file for each operating system.  This is the first step in solving the issue described in the FRS 4412.
