State of H1: locked earlier, even showing a range, but earthquakes in the last 2 hours are preventing lock

• PSL temperature changed behavior yesterday, Sheila went out and checked on it's HVAC system, it seems to be recovering
• our clue to PSL temperature issues was a series of dust alarms (low at ~50 counts) starting around 1PM PT today which now have cleared up
• dark offsets were checked/changed
• guardian left in Down
