SHIFT SUMMARY: Never really quite made it to low noise stably, but had about 7 attemps. fw1 went down at around 615, but a call to Dave and we got it goping again, although Monit is reporting "Resource limit matched" for the localhost randomly.

Note: DOWN in ISC_LOCK seemed to have missed something after a few of the locklosses. I noticed that the green was insanely misaligned after a few of the locklosses, so I ran DOWN again and it fixed it every time. Hmm
