State of H1: Locked at 40W and in Observe

Today's H1 Commissioners: Keita, Sheila, Kiwamu

Locking:

• locking arms green, finding IR, and locking DRMI all have gone well today
• no issues getting up to Engage Soft Loops
• in / after ENGAGE_SRC_ASC, SRM needs to be watched closely and have it's alignment adjusted to preserve the lock, however, ignore before this state
• OMC stalled about half of the time and needed me to unstall it's guardian to get to DC READOUT
• watch SRM again closely during power up
