Since we're "stuck" at ~20W while Team PI finishes re-commissioining the new system, I asked JeffB to take us to NomLowNoise @20W so that we could make sure we can set the Intent Bit when we're ready to actually do so. 

Unfortunately, the ISS second loop error signal wandered away and the 2nd loop unlocked.  The IFO was still locked for almost 1 second, but the HARD ASC loops were very unhappy and caused some saturations that I believe caused the lockloss.  I'm not sure why the 2nd loop ran away though.
