17 seconds to overfill CP3 with LLCV bypass valve half turn open

NOTE: as soon as I opened the bypass exhaust valve vapor and liquid poured out, even before opening LLCV bypass valve

We will most likely need to reduce the LLCV % open tomorrow when CP3 Dewar gets filled.
