Attached are photos of the power meter flow sensor that was in the water manifold, and of one
that was in "good" condition.  Clearly one can see a partial blockage where the water goes.
This certainly explains the observed reduced flow and increased pressure.

    Not sure about the sudden drop outs.  It might be that part of the blockage had a piece
that acted as some kind of flap that stopped the flow enough at a certain point, relaxed when
the chiller stopped and dislodged when the water flow started again.  We will see when we try
cleaning the flow sensor out.
