Enable Rotational Stage 
  Koji requested 10W of laser power for HAM6 alignment work. Set Guardian LASER_PWR node to 10W and re-enabled the rotational stage.

Recall the rotation stage has been disabled since Monday Aug 1 at the start of the HAM6 vent -- see LHO aLOG 28786.
