9MHz modulation depth reduction now in guardian
The 9MHz modulation depth reduction is now in guardian, just before NomLowNoise. It'll take the modulation depth down by 6dB.
Currently, the 45 MHz is only being reduced by 3dB.
Everything should be reset for relocking in the Down state.
