I added a path in ISC_LOCK to skip the Reduce_RF9_modulation_depth state.  It seems like the last 2 locklosses were at that state, and Sheila and I aren't sure why.  It's also not really clear that we need to reduce the 9MHz modulation depth, so we're going to run for the night without the reduction. 

Perhaps tomorrow we can look at some BruCos to see if this really changes anything other than what we see in the OMC trans camera when we turn the exposure up super high.
