While investigating the Control Room temperature swings, I discovered the return air damper for AHU-3 completely closed. I have the damper open to the normal operating position now and temperatures should stabilize in all areas serviced by AHU-3. 
This situation appeared to be caused by a problem with the pneumatic actuator for that damper which will soon be replaced with an electric actuator.
