State of H1: losing lock at LOW_NOISE_ESD

Activities:

• started shift with H1 unlocked
• some tweaks to alignment and locked up
• broke lock after LOW_NOISE_ASC multiple times
• violin modes were rung up
• relocked and worked on damping violins
• made some headway with ETMX mode4, see alog 32059
• tried to get to NLN and lock loss at LOWNOISE_ESD_ETMY both times
• handing off to Corey
