I looked a little bit at this lockloss, and it seems that the way in which the earthquake broke the lock was by saturating PR3 M3 with a yaw drive due to low frequency motion (20 second period).  

We should impove our offloading of PR3 drives to the top mass, which should be easy to do just by increasing the gain in the top mass filter banks.
