Yesterday, Sheila modified the DRMI guardian to turn off the inputs and ramp down the gains of the ISC filter banks for DRMI optics, so that we stop sending signals to the optics as soon as we lose lock. 

In the DRMI ASC state, she has the needed ones explicitly turned back on, including IM4. 

This morning, Ed was not able to complete the InputAlign state, and he and Keita found that the inputs to the IM4 LOCK filters were off.  To alleviate this issue, I have the SetInputAlign state turn on those filter banks, so that the InputAlign state works as it usually does.
