WP6490 Reroute IRIG-B signals

At EX and EY the IRIG-B signals were rerouted from the IRIG-B fanout to the CNS-II GPS receiver. Further work needed to change the IRIGB format.

Investigate LVEA-WAP issue

The LVEA WAP was found to be working correctly. Last week's issue presumably was due to an ethernet cable not fully seated.

h1dmtlogin was upgraded from Deb7 (Wheezy) to Deb8 (Jessie)

HWS channels added back to DAQ
