While we were in corective maintence today (because of the tidal issue that Jim is alogging) Keita and I noticed that the Oplev damping loop didn't have the same settings for all 4 test masses.  ETMX had a gain of -440 while the other test masses had a gain of -300, it seems to have been this way for about a year.  

We want the damping settings to be the same for all the optics so that the plants for the ASC loops are well behaved in the radiation pressure basis.  We set ETMX to -300 like the others without any problem and accepted it in SDF.
