Jim asked if I could add a requestable state for the ISIs to be damped but HEPI isolation loops off. This is in the path, but there is no requestable state there. I added it for both the HAMs and BSCs and tested it before loading it into all of the SEI managers.

This is common code and will be brought up at tomorrows SEI meeting. It is not changing any functionality, just adding a stopping place.
