Per request I have burtrestored the SUS alignment offsets. I set them to Aug. 24 2017 at 20:10:00 UTC because it appears from trends of H1:ODC-OPERATOR_OBSERVATION_READY and H1:CDS-SENSMON_CAL_SNSW_EFFECTIVE_RANGE_MPC that we were in observing at that time.

I then zeroed the offsets for ITMX.

The first image is a screenshot of the offsets before the burtrestore. The second image is a screenshot of the offsets after the burtrestore and zeroing ITMX.
