we have found, by accident, that setting the DIAG_MAIN to the INIT state frees the memory locked due to the data-averaging bug in Ubuntu12. Previously we have been periodically restarting this node. From now onwards, we will just run the INIT state to clear the memory.

The long term fix is to upgrade h1guardian0 to debian9 before O3 starts.
