cell phone alarms system will automatically get restarted if it fails

I have put the cell phone alarms system under systemd control on cdslogin.

Porting the code which used to run in the foreground, report to STDOUT and use shell environment variables to run as a systemd daemon was not without difficulties.

I have tested the new system by killing the running process and verifying a new process was restarted by systemd.

I reconfigured the alarms system to not send FMCS RO alarms to vacuum members' cell phones on their request. These alarms are emailed only to team-VAC. Everyone else (e.g. team-FMCS) still get RO alarms to their cell phones exactly as before.
