WP 7491: "Update PLC1 and the system manager on h1ecatc1 to provide remote control of the motorized polarization controller in the MSR through its RS232 interface."

Work on h1ecatc1 is complete. Channels still need to be added to the DAQ. I have an medm screen but will ask commissioners where they would like it to be linked from on the sitemap.

Replaced /opt/rtcds/userapps/release/als/common/medm/ALS_CUST_POLCORR.adl with the new screen. This is linked from the ALS overview from the box labeled "POLARIZATION CORRECTION BOX".
