Patrick modified h1ecatc1plc1 to add remote controls of the MSR fiber polarizer (2017 SURF project). TiVo changed some SR3 TCS ring heater channel names.

I ran my update_beckhoff_daq_target_sdf_configuration script, which created the new monitor.req files for these system. On h1build I restarted the SDF for C1PLC[1,3]. For the new, not-initialized channels, I ACCEPTED and MONITORED them all. Subsystem leads should un-monitor as required.
