The code is ready to use for commissioning/O3, just need to update transfer functions/constants that have changed since O2. Final example plots for noise budget of 4th of July, 2017, are attached.

Things that have been added/changed during the fellowship:
1) restructured noise budget software used for noise budget estimation at Hanford
2) updated and/or added new noises to the noise budget
    a) residual gas noise
    b) osem noise
    c) noise projection from bullseye sensor coherence
    d) quadratic response of DC readout
    e) actuator DAC noise
    f) sensing noise calibration
