Tonight we hoped to increase PRMI buildups by going back to the June 21st 2018 10:00:00 UTC alignment using the top mass witness channels.  This sort of worked, as our buildups are now 20% better (POPAIR_B_RF18_NORM = 7, POPAIR_B_RF90_NORM = 19), but we did not achieve the power levels we had then (POPAIR_B_RF18_NORM = 27.5, POPAIR_B_RF90_NORM = 40.75): our sideband buildups are one fourth as high.  
All June/July locking power pales in comparison to Sheila's May PRMI/DRMI lock, something is still seriously wrong.

Sheila walked the beam using PR2_SPOT_MOVE to minimize scattering on the PR2 camera, then optimized buildups from there.  
Sheila and I doubled checked POPAIR_B and everything seems to be in order.  
Maybe it is time to double-check our 9 and 45 MHz modulation depths.
