I modified the LASER_PWR guardian so that if we're doing initial alignment, it moves the rotation stage quickly (the same rate that we usually use to go back to 2W), but if we're doing regular locking, it still uses the slow rate to increase the power.  This should save us dozens of seconds during initial alignments, since we won't have to wait so long for SRY and MICH.
