We had a lockloss during the analog CARM transition  2018-08-11_00:47:53Z  The IMC didn't loose lock in this case, but the guardian just checks for IMC locklosses to determine if the interferometer has lost lock, so it didn't go to down and continued to blast the suspensions with ASC signals. 

I added a new definition for Full_IFO to the is_locked function in isclibrary, which checks TRX NORM.  This is checked in every state after RF_DARM
