LOCKING_ARMS_GREEN more robust
We were locked in DC_READOUT damping violin modes for about 4 hours today.  We lost lock due to some alignment fluctuation, and were not able to reacquire the arms via ALS for some reason.

We were having some odd behavior where the arms would acquire the correct mode, kick on the WFS 10 seconds later, then fly through resonance and drop lock, getting stuck on some higher-order mode.  (Pic 1)

Turns out that FM9 in the green WFS DOFs is a -14 dB which is supposed to be on when we first engage the WFS.  FM9 was getting turned off directly after the 10 second settling time, not after the WFS had converged.  I added a wait to prevent this from happening, ALS reacquired twice without aid.
