SQZ_CLF guardian is now working
The code looks at H1:SQZ-VCXO_CONTROLS_DIFFFREQUENCY to determine whether or not it's locked and looks at 6MHz RF mon to determine whether or not it's ready to lock. I gave it +-5 Hz wiggle room for lock condition. frequency diff normally wiggles around +-2 Hz.
