WP7862 Upgrade CDS Workstations to Debian9

Carlos, Jonathan, Ryan, Dave:

All control room Zotac workstations were upgraded to Debian9. There are some new features which come with debian9, I've started a wiki page where we can document these. Please feel free to add to it:

WP7850 CAL models change

New cal models went in, DAQ restarts were needed

SUS QUAD model changes

Quad models were restarted, DAQ restart was needed

Beckhoff PLC changes

corner and end station Beckhoff PLC code was changed, DAQ restart was needed.

DAQ Restarts
