locking tonight- improved noise from 60-100 Hz

- We moved the compensation plates tonight and Georgia posted photos of the change in the spots on the balast mass from the PR2 camera here: 44992
- We had trouble engaging ASC when we first started locking, so we reset the green QPD and camera offsets.
- We ran a2L, which helped the low frequency noise a lot (it must not have been run in a while).
- Based on 44991 we reduced the SRCL gain by a factor of 2, and saw an improvement in the DARM noise from 60-100 Hz, as we would expect (see first screenshot). This gave us a couple of Mpc.
- Our DARM noise is now similar to what it was before the Montana EQ above 60 Hz (2nd attachment).
- SRCL OLG with reduced gain is attached.
- We added in the PRC2 cut offs, but we think this caused a lockloss.
- The next lock we didn't use the PRC2 cut offs,
and our noise was worse although we don't know why it is worse. We turned off the DCPD whitening because the violin modes were high, and this caused our noise to be worse.
