IFO trigger now ready

The new IFO lockloss trigger went in today during maintenance.  This will turn off the outputs of ISC-related signals when we lose lock.  We will need to add to the guardian a few lines about resetting the trigger in prep_for_locking so that we will allow signals to pass through for acquisition, and then we'll need a line when we have acquired lock to activate the trigger (start using some PD, eg. LSC-POP_A_LF) so that when we lose lock we'll trigger off. 

Since most of our integrators on the suspensions are on the topmost stage, I have given the output triggers of those 3 second ramps.  So, integrated values will ramp down over 3 seconds when we lose lock.  Everything else (LSC outputs, ASC outputs, all other SUS stages including violin outputs) will immediately drop to zero. 

Attached are 2 screenshots showing the settings that I have initialized and saved into SDF, one showing the situation when the IFO has lost lock, and one showing when we are acquiring or are locked.  It's big, but that's to allow each site to have maximum flexibility for what ramp times they want for where.  You'll see that I am not using triggering for the IMs 1-3, or the length path of the RMs and OMs and IM4, since we don't send signals those ways anyway.
