power measure ments and beam scan on the IO path on the PSL

I use 200W power meter to measure powers in the IO path on the PSL.  Adjusting for the changes in PMC Trans , the measurements are:

calculated EOM Incident:   48.263 W
measured EOM beam PMC Locked 47.300 W
calculated power on beam dump   0.963 W

calculated EOM pick off 0.0003 0.014 W
calculated EOM main beam   47.049 W
